The project would involve installation of a 10-MW electrolyser and an on-site solar plant to feed it, with Iberdrola backing the power supply with own renewables.
Proposal to support the initiative, which is in need of an investment of more than EUR 36 million (USD 43.4m), has been sent to the Next Generation EU programme, the group said.
